Manufacturers first set a proposed retail price based on production, packaging, logistics, and profit expectations. That proposal then passes through state oversight, and once approved,
becomes the official nationwide price for that brand. A smoker in Paris pays essentially the same as a smoker in a small village, reinforcing a unified, predictable market.
But behind that apparent simplicity lies a deliberate strategy. The largest slice of the price is not kept by the manufacturer or the retailer, but captured by the state through excise duties and VAT. These taxes are calibrated to rise steadily over time, pushing the average pack to around €12.50–€13 by early 2026.
